Lucy Duncan
President & CEO

Lucy Duncan is the founder and CEO of Duncan Group USA, known for building elite teams that deliver results in complex global markets. She has led over 40 stock exchange modernization projects across China, India, and Brazil; advised the World Bank and US Southern Command; and represented Cisco, Oracle, and Microsoft in high-level international development efforts.

After 9/11, she founded Safe Ports, which built the first US Defense Logistics Depot in Kandahar, Afghanistan—earning top honors for performance and launching award-winning logistics projects across the Indo-Pacific and Latin America.

Lucy has chaired or served on boards for the Museum of the Americas, the Citadel, the College of Charleston, and more. She is also an equestrian and cultural philanthropist. Lucy ensures that Duncan Group USA's select clients are paired with the best people, strategy, and resources required for success, wrapped in white glove diplomacy.

Tim Ransom
Director of Communications

Tim Ransom leads branding and communications at Duncan Group USA with a track record of building over two dozen global consumer brands generating more than $3B in annual revenue. His past clients include Coca-Cola, Walmart, L’Oréal, Maybelline, and Fruit of the Loom.

At age 25, he won an International CLIO Award and went on to earn ADDYs, European Beverage Innovation Awards, and Paperboard Packaging Council accolades. He created Walmart’s first breastfeeding category, redefined Coca-Cola’s dairy offerings with a $40M rollout, and launched his own nationally distributed product line.

He authored books on aesthetics and branding and secured a $500M Star Wars licensing deal for Fruit of the Loom. His role ensures every client campaign is world-class, on-brand, and market-ready.

Scott Broomfield
Director of Technology Investment

Scott Broomfield brings 25+ years of executive experience in tech, SaaS, and B2B software. He played a central role in taking Xactly Corporation public, scaling revenue from $15M to nearly $100M.

He has held CEO, CFO, and CMO roles and served as executive chair and advisor across sustainability and innovation-driven firms. His leadership emphasizes operational rigor, team empowerment, and leveraging AI and emerging tech for investor value.

Neal Hughes

With over 30 years in capital markets, Neal Hughes specializes in structured finance and secondary mortgage markets. He has led multi-billion-dollar securitization projects and developed policies that improved transparency and investor confidence in mortgage-backed securities.

Tom Murray is a veteran real estate executive with more than three decades of experience in luxury, commercial, and mixed-use developments. His work spans both U.S. coasts and includes successful project execution from entitlement to sale or occupancy.

Tom has led major developments in high-profile markets, and brings a deep knowledge of construction, capital planning, and stakeholder management.

William "Gene" King
Director of Immigration Investment

Gene King has over 50 years of experience in investment banking, entrepreneurship, and strategic capital advisory. He is the Senior Managing Director of Sequence Holdings, which includes a FINRA-licensed investment bank and InvestAmerica, a firm specializing in EB-5 and immigration investment strategies.

Gene has guided countless investors and families through E-2, EB-1C, and EB-5 visa programs, blending regulatory expertise with sound investment planning. He is a Citadel alumni, a serial founder across industries, and is widely respected for his ethical, results-driven approach to immigration finance.

Michael Chaney
Director of Defense & Security Solutions

Michael Chaney is a global development expert, he brings over two decades of experience leading humanitarian and development programs in conflict and post-conflict settings—including South Asia, the Middle East, and Sub-Saharan Africa. At the Foundation, he oversees international partnerships, strategic initiatives, and coordination with donors, NGOs, and diplomatic actors.

Mr. Chaney specializes in program design and implementation in complex settings, with a focus on sustainability, local capacity-building, and cultural integration. His previous experience includes work with UN agencies multinational programs, and grassroots organizations; developing public-private partnerships in education and livelihoods; and managing security-sensitive programs with high community visibility. His expertise and background in building trust across sectors and navigating bureaucratic, political, and cultural landscapes make him well-suited to support efforts aimed at stability in Afghanistan.

Jim Gilmore
Director of Project & Proposal Management

Mr. Gilmore has over 45 years of engineering, construction, and management experience. He has held a variety of responsible positions involving business process re-engineering, management audits, organization optimization, business development, facility engineering, construction, field engineering, office management, and training. While attending school, he worked as a Co-Op Engineer with the US Army Corps of Engineers and as an Apprentice Operating Engineer working on HVAC systems, boilers, and plumbing and electrical systems.

As President and Owner of his own construction companies, Mr. Gilmore solicited contracts, managed projects, purchased supplies and materials, and scheduled subcontractors. While serving as Project Manager of a 300-bed hospital, he directly supervised all major construction and the operation of the Central Plant. As Project Manager for five Government research laboratory O&M contracts, he completely automated preventive maintenance and work control systems, increased productivity by as much as 60%, and recovered thousands of dollars in utility cost savings for his clients. He has additional experience in proposal management, strategic proposal estimating, cost analysis, price-to-win analysis, estimating, procurement, budgeting, and cost control for projects up to $10B. Current contract wins for his clients top $175B. He has previously held a Top Secret security clearance.

Tami Neff
Director of Information Technology

Tami Neff is a seasoned IT leader with over 30 years of experience supporting US Department of Defense programs. She specializes in training analysis, project management, and technical documentation for complex Command, Control, Communications, Computers, and Intelligence (C4I) and Navy training systems.

Tami has been on the teams of major initiatives for Naval Information Warfare Systems Command (NAVWAR), including development of the Information Warfare Operational Sequencing System (IWOSS) application that puts together expert troubleshooting knowledge with standard system procedures to create end-to-end training. She brings deep expertise in web development, SCORM-compliant eLearning development, Agile methodologies, and technical writing.
